I have a HPA495 board which I tested yesterday on windows 7 with the ev2300 on version3.1m and it worked fine. Do you have the hpa495 powered with both a 24 V and 5 V ac-dc adapter? After running the tool which you downloaded from the internet, did you restart your system? Also, did you run bqtester station setup from the short cut on your desk top, then click on the padlock button to unlock it and then click "search for connected boards"? Did you have you bq20zxx device hooked up to the HPA495? It is recommended to test just one board before trying out multiple boards.
